Informative Meeting on Reforms in the Social Insurance and Disability Assessment System
On 19 May 2026, an informative meeting was held at the Center for Development of the Eastern Planning Region in Štip within the framework of the “Social Insurance Administration Project” (SIAP), implemented by the Ministry of Social Policy, Demography and Youth with the support of the World Bank.
Representatives from the municipalities of Berovo, Štip, Vinica, Kočani and Zrnovci attended the meeting and were introduced to the ongoing reform processes and legislative amendments in the field of disability assessment and the mandatory social insurance system.
In the introductory session, Irena Karakasev presented the project unit within the Ministry, its role and activities under the SIAP project. This was followed by a presentation of the component related to the Central Coordinating Body for Assessment of Persons with Disabilities (CCDBPD/CDDCU), focusing on the establishment of a unified and functional disability assessment system.
Arlinda Ballazhi presented the component related to the Unified Social Insurance Registry System (SURS/RZSO), highlighting the legislative amendments and the benefits of system modernization and improved data management.
During the discussion, representatives of local institutions showed significant interest in the reform processes, raising questions related to assessment methodology, categorization, local databases and social plans for persons with disabilities. The need for stronger coordination and institutional cooperation at the local level was emphasized.
The meeting was held in a constructive atmosphere and served as an opportunity for exchange of experiences, information and practices related to the implementation of the reform processes.
