On 02 December 2025, a meeting was held at the Ministry of Health with representatives of all Commissions responsible for disability assessment and for determining eligibility for the allowance for assistance and care provided by another person.
The participants were presented with the obligations arising from the Law on the System for the Assessment of Persons with Disabilities, as well as the need to apply the new draft National Assessment Methodology. This methodology is based on the International Classification of Functioning, Disability and Health (ICF)—a framework developed by the World Health Organization (WHO) for measuring health and disability at both the individual and population levels.
During the meeting, the planned procedure for piloting the methodology was presented in detail. The pilot will be implemented in parallel with regular assessments. At the same time, it was emphasized that the successful implementation of the new system requires coordination among institutions, timely data sharing, and harmonized procedures across all commission teams.
The Commission representatives welcomed the new approach, assessing it as a significant step forward—not only in the assessment process, but also in the overall perspective and approach toward persons with disabilities, in line with contemporary human rights principles and the functional orientation of the ICF.
