Unified Disability Assessment System
This component introduces a unified disability assessment methodology, replacing multiple parallel assessment systems that previously operated independently.

Central Disability Certification Coordination Unit (CDCCU)
A central element of this component is the establishment of the Central Disability Certification Coordination Unit (CDCCU).
CDCCU is responsible for:

- Organizing and supervising assessment teams
- Ensuring consistency, quality control, and transparency
- Supporting monitoring and evaluation of assessment outcomes
