Overview

Component 1 focuses on strengthening the efficiency, accuracy, and transparency of social insurance administration in North Macedonia. It addresses long-standing fragmentation in registration, recordkeeping, and data exchange across social insurance institutions.

The component aims to establish a modern, centralized administrative system that ensures reliable access to social insurance information for institutions, employers, and insured individuals.

Core Reform Area: Single Unified Registry System (SURS)

At the heart of this component is the establishment of the Single Unified Registry System (SURS).

SURS serves as a centralized registry of socially insured individuals and replaces multiple parallel registration systems previously managed by different institutions. Through SURS, registration and recordkeeping become unified, standardized, and accessible to all relevant social insurance and tax authorities.
